Themes in Recovery
Introduction to the Cluster Approach
In September 2005 the Inter-Agency Standing Committee (IASC) agreed to designate global “cluster leads” – specifically for humanitarian emergencies– in eleven sectors or areas of activity. (see more)
IRP Themes
The IRP themes are anchored on the IASC Cluster Approach. IRP collects, organizes, and analyzes information on recovery practices and capacities along these themes.
- Shelter
Housing, temporary camps, land management, shelter policies and legislation

- Livelihood
Training in skills, employment generation programmes, credit programmes, agriculture and associated trades, and other economic activities

- Environment
General environmental issues, waste management, water and sanitation, policies and regulation

- Public infrastructure
public buildings (e.g. schools, hospitals, government offices), transportation (e.g. road, bridge), and communication (e.g. telephone, TV, radio)

Organizational issues, operational management, human resources for recovery operations, policy and regulations, and institutional capacity

Gender analysis of recovery projects, gender balance in socio-economic rehabilitation, open access to livelihood recovery programs
